Bid Manager (Japanese Speaking) – Public Sector
6-Month Contract | Singapore-based

Role Overview
Our client is seeking an experienced Bid Manager fluent in Japanese and English, based in Singapore, to support the implementation and execution of a bid management program for the Japan Public Sector. This role is critical in mitigating program risk and ensuring timely, high-quality responses to public sector RFx requirements.

You will lead the end-to-end development and management of public sector proposals, ensuring responses are compelling, compliant, and aligned with Japan’s public sector procurement rules and regulations. You will play a key role across the full bid lifecycle—from opportunity assessment and strategy through final submission—while driving process governance and continuous improvement.

Key Focus Areas 
  • Bid Management & Response Strategy
    Lead end-to-end bid management, including Go/No-Go analysis and coordination of cross-functional stakeholders.

  • Content Development & Compliance
    Develop high-quality, compliant, and market-specific proposal content aligned with Japan Public Sector requirements.

  • Process Governance & Improvement
    Act as the subject matter expert on Japan public sector procurement, establishing proposal processes, policies, and content libraries.

  • Cross-functional Collaboration
    Coordinate closely with Sales, Solution Engineering, Security, Legal, Compliance, and executive stakeholders to drive successful submissions.

Key Responsibilities
  • Lead bid management and proposal development for RFIs, RFPs, tenders, and unsolicited proposals for SaaS/PaaS solutions across Public Sector, Education, and Non-Profit sectors.

  • Support complex, large-scale RFx efforts involving multiple internal teams, partners, and bid processes.

  • Participate in opportunity assessment and Go/No-Go decision-making.

  • Develop detailed bid plans, timelines, and schedules while managing multiple concurrent RFx submissions.

  • Own end-to-end content coordination, including drafting, reviewing, editing, version control, and final submission.

  • Structure, write, and tailor general, functional, and technical response content to customer requirements in a compelling and compliant manner.

  • Draft clarification questions for procurement authorities and track amendments throughout the RFx lifecycle.

  • Create and maintain proposal policies, processes, and enablement materials for Sales and Solution Engineering teams.

  • Build and maintain a Japan Public Sector proposal content library, ensuring relevance and local compliance.

  • Develop win themes and executive summaries in partnership with internal stakeholders.

  • Collaborate with global RFx shared services teams to manage workload peaks when required.

  • Conduct post-bid reviews and lessons-learned sessions to drive continuous improvement.

Skills & Experience
  • 5+ years of experience in Bid Management / Proposal Management.

  • Fluency in Japanese and English, with proven ability to write high-quality proposal content in both languages.

  • Strong understanding of Japan Public Sector procurement processes and regulations.

  • Demonstrated ability to manage multiple deadlines and deliver high-quality work under pressure.

  • Strong stakeholder management and cross-functional collaboration skills.

  • Proficiency in Microsoft Office and Google Workspace for collaborative proposal development.

  • Highly organised, detail-oriented, and able to adapt quickly in a fast-paced environment.

  • Experience working on SaaS / PaaS solutions is highly advantageous.
