About the Role
We are seeking an experienced Bid / Proposal Manager to support public sector sales teams across Japan and ASEAN in managing complex and high-value government procurement opportunities.
In this role, you will take ownership of the end-to-end bid and proposal lifecycle, from opportunity assessment and Go/No-Go decisions through to final submission. You will work closely with Sales, Solution Engineering, Security, Legal, Compliance and other stakeholders to develop compelling, compliant and market-relevant responses to government RFPs, RFIs, tenders and other procurement events.

Key Responsibilities
- Lead the end-to-end bid management process
for public sector RFPs, RFIs, tenders and other procurement opportunities.
- Support Go/No-Go assessments, bid strategy and response planning.
- Develop detailed bid plans, timelines and submission schedules, ensuring all milestones and deadlines are met.
- Coordinate cross-functional contributions from Sales, Solution Engineering, Security, Legal, Compliance and executive stakeholders.
- Structure, write, edit and format high-quality proposal responses across general, functional, technical and commercial areas.
- Review and interpret customer requirements and tailor proposal content to address specific procurement requirements.
- Develop compelling win themes, executive summaries and customer-focused messaging.
- Manage the preparation, review, revision and final submission of proposal content.
- Coordinate clarification questions with procurement officials and track tender amendments and updates throughout the procurement process.
- Maintain and enhance proposal content libraries, templates and response materials, ensuring content remains current and relevant to local market requirements.
- Develop and maintain bid/proposal policies, processes and governance frameworks.
- Enable Sales, Solution Engineering and other internal teams on proposal processes and best practices.
- Support complex, large-scale RFx opportunities involving multiple internal teams, external partners and bidders.
- Work with global RFx shared services teams to manage overflow requirements when required.
- Conduct post-bid reviews and lessons-learned sessions, identifying opportunities to improve bid processes and efficiencies.
- Act as a subject matter expert on Japan public sector procurement requirements and processes.
- 5+ years of proven experience in bid management, proposal management or tender management, preferably within the technology, SaaS, PaaS, cloud or IT services industry.
- Strong experience managing public sector / government bids and procurement processes.
- Demonstrated experience managing the full bid lifecycle, from opportunity qualification and Go/No-Go through to final submission.
- Strong proposal writing, editing and content development skills.
- Experience coordinating complex, cross-functional teams and managing multiple stakeholders and deadlines.
- Strong attention to detail with the ability to consistently deliver high-quality work within tight timelines.
- Excellent organisational and project management skills, with the ability to manage multiple RFx opportunities simultaneously.
- Strong written and verbal communication skills in English. Fluency in Japanese is highly desirable.
- Japanese language proficiency is highly desirable, particularly the ability to read and write formal business/proposal documentation.
- Ability to understand and communicate complex technical and business requirements to both technical and non-technical audiences.
- Proficient in Microsoft Office and Google Workspace
collaboration tools.
- Comfortable working in a fast-paced, dynamic environment and adapting quickly to changing priorities.
- Strong relationship-building and stakeholder management skills.
