Data Migration Lead – Oracle HCM Cloud (12 Months Contract)

We are looking for an experienced Data Migration Lead to drive end-to-end data migration strategy and delivery for Oracle HCM Cloud implementations. This role will play a critical part in ensuring accurate, compliant, and efficient migration of HR and payroll data within a large-scale transformation programme.

Key Responsibilities:
Strategy & Planning
  • Define and own the end-to-end data migration strategy, including scope, approach, tools, timeline, and resource planning
  • Conduct legacy system and data landscape assessments to identify volumes, complexity, and data quality gaps
  • Establish governance frameworks, including RACI, escalation paths, and data sign-off protocols
  • Develop and manage migration project plans, including mock migrations and dress rehearsals
  • Define data retention, archiving, and disposal policies
Design & Architecture
  • Lead data mapping workshops and produce source-to-target mapping documents across HCM modules
  • Design and implement Oracle HCM Data Loader (HDL/HSDL) templates
  • Architect payroll data migration (YTD, PTD, statutory balances)
  • Define data cleansing and enrichment rules
  • Establish reconciliation and audit frameworks
Execution & Delivery
  • Lead migration teams (analysts, ETL developers) across extraction, transformation, and loading cycles
  • Oversee development of extraction scripts and transformation logic
  • Execute multiple mock migration cycles and drive continuous improvements
  • Manage cutover activities including final loads, validation, and rollback plans
  • Collaborate with Oracle support and resolve data load issues
  • Maintain comprehensive migration documentation and artefacts
Stakeholder & Programme Management
  • Act as the main point of contact for data migration with senior stakeholders (HR, IT, Programme Board)
  • Provide regular status updates including risks, KPIs, and progress
  • Facilitate data sign-offs and ensure business alignment
  • Collaborate with functional leads and external vendors
Quality, Risk & Compliance
  • Manage migration risks and mitigation plans
  • Ensure compliance with data governance standards (e.g. GDPR, internal policies)
  • Track and improve data quality metrics
  • Support audit and data assurance processes
  • Provide post-go-live support including data validation and corrections
Requirements
  • 12–15 years of experience in HR IT, data migration, and Oracle HCM Cloud implementations
  • Proven experience leading data migration workstreams in at least 3 end-to-end Oracle HCM Cloud implementations
  • Experience in payroll data migration(Oracle Cloud Payroll or equivalent)
  • Strong expertise in HDL, HSDL, data mapping, and ETL processes
  • Experience managing large datasets, governance frameworks, and stakeholder engagement
  • Experience in public sector / government implementations
  • Understanding of workforce structures, pay bands, and regulatory frameworks
  • Exposure to audit, compliance, and data governance standards
Education
  • Bachelor’s degree in Computer Science, Information Systems, HR, or related field
  • Postgraduate qualifications in Data Management / Project Management are advantageous
