Program Manager (APAC) - Financial Institution 
Location: Singapore, East Region
Contract Duration:  10 Months 

About the Role
We are seeking an experienced Program Manager to join our client's APAC Markets team in Singapore. You will play a key role in driving large-scale transformation initiatives, from business analysis and stakeholder management to operational readiness and program delivery. This role requires a strategic thinker with excellent program management skills, strong stakeholder engagement capabilities, and the ability to work across multiple time zones.

Key Responsibilities
  • Analyse data, create business/functional requirement documents, and prepare presentation materials.
  • Perform SIT/UAT testing and ensure operational readiness through communications and training.
  • Manage and track assigned projects, deliverables, and milestones to agreed standards.
  • Proactively report status, issues, resolutions, and risks to sponsors and senior stakeholders.
  • Collaborate with business and technology teams as SME, ensuring requirements are strategic, documented, and measurable with KPIs.
  • Implement best practices, process standardisation, and risk-reduction measures.
  • Facilitate change management initiatives, including automation of manual processes.
  • Adhere to Citi program delivery standards, tools, and governance processes.

What We’re Looking For
  • Bachelor’s degree.
  • Minimum 10 years’ experience in change management, transformation programs, or project management within the financial services industry.
  • Proven track record in delivering large-scale, multi-workstream projects across APAC and global stakeholders.
  • Strong skills in:
    • Stakeholder management (APAC, UK, US)
    • Project planning and tracking
    • Data analysis & storytelling using Excel & PowerPoint
    • Agile delivery, JIRA, Confluence
  • Excellent communication and presentation skills, able to craft compelling narratives from complex data.
  • Strategic mindset with strong root cause analysis capability.
  • Flexibility to work with global teams, including occasional evening calls  with regional stakeholders.
