Regional Corporate & Investments Treasury - In-Business Control Officer

The Opportunity

As the In-Business Control Officer for the Regional Corporate Treasury & Regional Investments Treasury unit, you are responsible for ensuring permanent control readiness of the unit. You would be responsible for the execution and coordination of the Manager Control Assessment (MCA) testing, ensuring that all controls are tested with proper documentation / audit trails and issues are escalated and ensuring business teams have designed appropriate remediation actions tracking the same through robust issues and corrective action plans to mitigate the risks. In addition, your supervisor would be the primary contact for any internal/external audits and regulatory exam enquiries; thus requiring complete support from you in coordinating audit deliverables. Further, you shall work with Trading Desk Consumer Business Operational Risk and Control (CBORC) to independently conduct review of policies and procedures, identify compliance gaps and design corrective actions to address the gaps. These reviews will also help seek process improvements and corresponding enhancements to the MCA testing program.

  • End-to-end Process Management - review and update of policies and unit procedures
  • Manager's Control Assessment (MCA) Coordination - coordinate testing, ensure any failed tests are documented and subsequent corrective action plan put in place
  • Mapping of applicable regulations to controls, ensure data quality, reporting,
  • Timely completion of Quarterly Risk Assessment and Annual Risk Assessment (ARA).
  • Continuous review/ adoption of FX Consent Order related Market Conduct Risk Taxonomy (MCRTs)
  • Subject Matter Expert in Designated Market Activities (DMA) related activities
  • Maintain an up-to-date Conflict of Interest Register
  • Ensure Desk's Operating Procedures, Plan of Supervisory Procedure, Volcker Mandates are approved and current
  • Third Party Management on Outsourcing, Service support to the company affiliates & service providers
  • Ensure Compliance with regulations (maintain MAS 753 Register, licensing, etc) & Citi standards & policies
  • Issue and Corrective Action Plan (CAP) coordination
  • 'Deep Dive' Reviews
  • Ensure the group's compliance with training requirements and mandatory absence

Your Background

  • Degree holder
  • At least 5 to 7 years of banking experience in banking products and processes
  • Understanding of local (MAS) and US regulations (Volcker)
  • Strong knowledge in FX, FX Option, Bonds and Structured Products trading
  • Strong knowledge in Money Market activities
  • Familiarity with FRB FX Consent Order
  • Good understanding of continuity of business requirements
  • Skilled with office documentation software/applications (MS Word, Excel, PowerPoint and Access)
  • Excellent quantitative, analytical and problem solving skills with attention to details
  • Works well as a team member and contributes to the overall team beyond self
  • Strong communication (written, verbal and interpersonal) skills
  • Ability to work independently, interface and execute with a sense of urgently and to deliver on tasks effectively and efficiently
  • Ability to understand and pick up requirements in a fast changing environment and deliver change
