Responsibilities:

  • Understand the government project requirements, eg. LTA WiFi,SNP and work with pre-sales to influence the engineering design and technical requirements.
  • Architect the network solution and technical proposal to comply to the government requirements.
  • Engineering design for both passive fibre and LAN cabling works and active NTUs to terminate L2 VPLS and/or L3 VPRN services.
  • Source for reliable, cost competitive and competent partners for cabling, WiFi system supply, Outside Plant Material. Procurement for services from competitive contractors and structure the contract to mitigate the risk of cost fluctuation due to change of scope or site conditions.
  • Develop engineering documents and Standard Operation Procure
  • Lead negotiation with key suppliers and contractors to put up a competitive cost benchmarking against industry/competitors cost and justify the cost to be competitive for the bid
  • Tender evaluation stage:
    1. Lead the technical proposal presentations and clarifications
    2. Organize Proof-of-Concept
    3. Manage the customers expectation to control the scope/cost of the bid
  • Develop business case for internal management approvals.
  • Project manage the deployment, including engineering, procurement and construction of the network.
  • Responsible for the any variance of scope, cost and any potential delay in the project delivery timeline which will result in penalties to be levied upon Singtel.
  • Manage both external and internal stake holders up to C-levels, cutting across various domains and functions.


Requirements:

  • Have a Degree in Engineering, Computer Science, Telecommunications or Mobile Communications.
  • Have 8-10 years of related experience in telecommunication evironment
  • Be a Project and Programme Management Professional
  • Have the knowledge and experience in Outside plant network engineering design
  • Have knowledge in Access and transmission network engineering knowledge. Eg. GPON access, Metro E transport network and service design.
  • Have Procurement and Contract management knowledge
  • Be able to present to C-level internal and external customers
  • Have certification in CCNA and/or CCNP
